ESPN claim Everton are close to completing a season-long loan deal for Tomori but Rennes and Newcastle United are also interested.
Tomori made 22 appearances for Chelsea last season but the 22-year-old did not feature at all after the campaign restarted in June.
With Thiago Silva joining Chelsea from Paris Saint-Germain, Tomori may struggle for game time at Chelsea next season.
Despite not featuring in Lampard’s plan for the new season, ESPN claim Lampard still views Tomori as a ‘bright prospect for the future’.
Meanwhile, Chelsea striker Michy Batshuayi is set to join Crystal Palace on a season-long loan move.
The 26-year-old made 24 appearances last season but is not in Lampard’s plans ahead of the new campaign.
